[sci.electronics] CAD tools for chip and board layout, public domain, Berekly tools

I am looking for information on any public domain, universities
developed CAD tools.  I am mostly in need of a layout tool set.
I know that Berkely has a tool set that does this.  I need a
thread to find this tool.  

What is the octtool developed by folks in Berekly?

I appreciate any information on this subject.  I may post a
summary of my findings if there is any interest.
