[sci.electronics] Need help with DVM design

I'm trying to design a very small and low-cost dvm and I would like
some assistance. The spec is:

	Voltage:	+/- 19.9
	DIsplay:	3 1/2 or 2 1/2  7 Segment LEDs
	Power Supply:	9 volt battery
	Accuracy:	+/- 0.1 Volts

I am looking at possibly using the National ADD3501 chip, but I
think it's an overkill for what I'm trying to do. Cost and 
simplicity is very important.

I would appreciate any pointers to circuits, chips, or manufacturers.

Intersil comes to mind as a good source for DVM chips. They have 
a certain chip that I can almost remeber the number of (7106?) 
that  found its way into nearly every cheap DVM you opened up. They 
have many chips along this line, I think.
