There's some suspicion our 110 volt service at home has excessive
voltage glitches -- whether overshoots, occasional very brief
dropouts, or something else is not known.  I'd like to put some kind
of monitor on the line that would at a minimum record glitches by
turning on an LED, or maybe even in the optimum case determine the
sign and magnitude of each glitch and record them in a log.

Any such instruments commercially available?  Any good ideas for the

Heathkit used to have a couple of "poor man's" line monitors.  You might want
to consult their catalog.
