I have a ID-100 video color graphics terminal(ie. a color VT100 term) that needs repaired. When I power up there's a static sounding hissing noise and electrity dancing around at the end of the tube(inside) near the gun. It does not look like an easy and inexpensive fix but if any body has an idea of what could be wrong, I'd appreciate some help! Thanks -Steve scollins@lookout.uswest.com

Sounds like a clear case of internal CRT arcing, possibly due to a cracked/leaky tube. The only fix is the replace the CRT, and you're right - this will be neither easy nor inexpensive.
