I made one in college for a 'battle of the brains' type of game. It
consisted of 8 switches hooked into a bank of 8 latches (or flip/flops) 
that latched the first player's switch actuation.  The outputs of the
ff's drove incandescent lamps and an 8 input nand gate (7430) that 
provided feedback to the latches enable line to disable further closures 
from appearing.  Within the constraints of propagation delay, this circuit 
was absolutely fair, without counters or such mess.  The master reset for 
the ff's was on the moderator's podium. Hope this helps.
