I am looking for some commonly used methods for scrambling 
video signals, particularly in television transmission.

I would be very grateful for any information or pointers to
papers etc.

Try _Video Scrambling & Descrambling for Satellites & Cable TV_ by
Rudolf F. Graf and William Sheets.  SAMS is the publisher; book
#22499.  $20.00 at your technical bookstore.  Has the basics along
with theory for various hard and soft scrambling.  Excellent book,
but it is not a "how to" type of instruction manual.  Check it out.
