Tn3270, a public-domain 3270 terminal emulator, is available from the anonymous ftp archive collection at columbia.edu (128.59.16.1). Yes, I believe you can get a public domain program from Berkeley that imulates 3270 terminals over a tcp/ip network. We acquired it from ucbvax at Berkeley.
