Is there a way to define a Ram Disk under Hp-UX 7.0 ?

On the 300, the driver is called "ram". Check out /etc/master. I don't
know if it's actually documented anywhere by this time - it started as
an internal HP tool for measuring VM performance. If it isn't documented,
I can't tell you much more about it.

I haven't found a ram disk driver for the 800 yet, even internally.

The support tape uses an unsupported ram disk driver.
