Ask you HP representative (local support) for the SLIP-driver. It
comes totally free of charge (well, maybe postage etc). I can't offer
it on FTP, as my understanding is they want to distribute it
themselves.
Also, you can wait for HP-UX 8.0, which is said to include SLIP.
