I thought cdb/fdb/pdb displays were suppose to work correctly on hp displays.
They work fine on the 2397A but not on other hp terminals (700-43,
98789A (TERM=98550 or TERM=300h or TERM=hp9836)).  On the 2397A, there are
two regions of the screen - source and commands.  So also on the other
terminals initially.  But when I reach the end of the command region, on
the 2397A only the command region scrolls, while on the others the whole
screen scrolls.  There are other problems too.

Am I doing anything wrong or is this normal?
BTW, I am running HP-UX 6.2

What version of what environment are you using on the "98789A"? (which, by
the way, is the 1280x1024 monitor product number, and says little about the
video card to which it is connected).

The feature you are describing is "memory lock".  It requires HP 'term0' or
'term1' HP terminal command set capability (the 2397A is 'term1').  The
bit-map displays, like the 98550, when accessed via the ITE (non-window
Internal Terminal Emulator) or HP-Windows ("Windex") are not full term0, and
lack MemLock among other things.  MemLock is present in an hpterm X-window
in 7.0 and later systems.

The 700/43 "ASCII" terminal emulates a variety of industry-standard
terminals (e.g.  WYSE 30) and has no hp term0 or term1 capability.  I
suspect that either:
 * None of the emulated terminals have memlock, or
 * The terminfo/termcap entry for the emulation you are using fails to
   declare memlock.
