I get in this morning (Monday 25th March) and find that all our HP9000
machines (running HP-UX 7.0) are an hour out :-(
It's because BST begins on 31st March, but /usr/lib/tztab was configured
for the week before :-( Here's the fix for those hundreds of UK sites
still scratching their heads...

P.S. There is *NO* formula for this, it's decided by an Act of Parliament.
Hence, there's no guarantee that 1992 onwards isn't wrong as well :-(
(BST ends on 27th October 1991, BTW).
