    I just received the ballot package and read Lynn Jarrett's letter.  Not
    only is the tone of the letter a problem, but it also contains
    incorrect information.  It says:
    
    "The CONCEPTS document describes how the restructured top level of the
    U.S. Chapter will operate if the proposed bylaws are ratified."
    
    This simply is *NOT* true.
    
    I really wonder if this letter isn't enough to nulify the referendum.
    Not that I want to drag things out, but I think things should be fair,
    and this cover letter is definitely not fair!
    
    By the way, I find it very interesting that the cover letter was
    personalized.  It must have cost a bundle to have 45,000 individualized
    letters generated and then stuffed into the properly addressed
    envelopes.  No wonder the Board thinks it is too expensive to allow for
    membership recall, if this is how referendums are going to be handled.
