I need to know who to contact at microsoft to tell them of a change

I did this a few weeks ago.  Try their customer service number,
800-323-3577.  They may refer you to another number (I recall
being referred a couple of times).

I just got off the phone with the customer service rep.  The number to
call to change your address is (206) 882-8088 and ask for "Consumer
Customer Service".
