I wonder how many USENET sites do not have access to one or more file archive sites? This access could be through the Internet, through BITNET, or just through some local bulletin board. If nearly everyone has access to archive sites, maybe large files can be archived without need for initial transmission throughout the USENET. If sites in Europe and Asia do not have access, but sites in North America do, perhaps the files could be distributed only on those continents where access to archives is relatively uncommon.

There are thousands of usenet sites that don't have direct access to an archive system. On the Univ. of Il. campus alone we probably have hundreds of machines that get mail and notefile traffic via UUCP dialup, but have no way to FTP to an archive server.
