The desk accessory I'm using to draft this response to your post, 
"McSink" will accept control characters, although it will display 
them as an undistinguishable box, rather than the neat ^<whatever>.

In its commercial form, Vantage, McSink has macro and spell-checking 
facilities. McSink was supposed to have everything but the kitchen 
sink for text editing, and it comes close. I find it invaluable for 
formatting (and un-formatting) all kinds of text-only documents.

I'm not sure how to get it to you; the program is widely available on 
CompuServe and GEnie...
