Thanks to everyone who suggested ways to do what I wanted. Actually, I didn't need PostScript at all. It turns out if you specify a top margin as being negative, this tells Word to overlay the header with the main text. So I can put my full page border in the header adjusted to the right size and it it acts just like I had a background picture specified for the document. Another example, however, of a very non-intuitive Word feature. I tried responding to everyone who sent me replies but most bounced back (I find that *very* frustrating).
