You've already got it (actually "them"), but cleverly disguised. The INTL resources 0 and 1 have different formats, so a single ResEdit template isn't possible. Instead, select the resource you want to edit and use "Open as...". Select ITL0 or ITL1 as appropriate and you're on your way. I just looked at my System 6.0.2 file and I notice that Apple has started correcting this botch. The INTL 0 and INTL 1 resources are duplicated as itl0 and itl1. There are also additional resources itl2, itl4, itlb, and others.
