[comp.sys.mac] MS-Word 4: accessing Commands dialog without Commands command?

This seems like a trivial question, but I haven't been able to answer
it by looking in the documentation.

I would like to modify the "MacWrite" sample settings file provided
with Microsoft Word 4.0.  Problem: When you use the "MacWrite"
settings file, there is no Commands command on the menus!  How can I
get to the Commands dialog box without a Commands command?
