Yes the Apple Personal modem IS Hayes compatible, in that a program sending
Hayes commands should work correctly, and some of the most often used Hayes
commands do work, but that's it. 

You brought up the part of the absence of the DCD line. I think most people
(sysops at least) would include this in being Hayes compatible. Almost all
modems support this feature. I dont know of ANY BBS software that will work
correctly without a DCD line. At least NOT WWIV, RRH, or Mansion.

Other standard features usually included in the Hayes command language are
missing. I couldn't give you a list of them all, but if you look through
a Hayes manual, and then through the Apple Personal Modem manual, you will
find quite a contrast. A normal Hayes modem can be configured in so many ways.
I also had trouble getting the modem to return a BUSY response instead of a
NO CARRIER response.

I dont have any complaints about the Apple Personal Modem. It is small and
good for many Mac users. But for flexibility and power, a FULLY Hayes
compatible is needed.
