[net.wanted] golf handicapping program wanted

Does anyone have a program which computes
golf handicaps?  This is posted for a group of
golfers who have such a program which has broken.
The requirements are that it handle 40 golfers
and work for 9 holes ( as well as 18 I guess ).

The people who want this program have access to 
a wide variety of computers, so any programs
which do the handicapping should be useful.
