[Someone talks about Prospero horror stories...] I have Prospero Fortran and have had it since it *was* buggy (version 1.12), but the latest version (I used to even know the number :-) has been fine. It uses a GEMbased workbench and has a debugger that comes with it. I have spoken with a couple of the folks at Prospero's office in Maine (US) and have felt like they do care. Sorry, but I have to disagree with you on this one... at least regarding Fortran.
