If anytime there is a fix or improvement to the OS that is really hot, meaning that it really makes things better, but nonetheless breaks old software, I would say go ahead and make the improvement. Atari could always give a floppy version of the old TOS so that users could still use the old software. The life cycle of software cannot be considered to be longer than the life cycle of an OS anyways.
