[comp.sys.atari.st] SCROLLING DOWN THE SCROLLBAR

I was wondering if someone out there would be so kind as to take a
second to explain something to me about scrolling on the ST.  The fact
that you could not simply hold down the mouse button on a scroll arrow
was one of the first, and biggest, differences I noticed between the Mac
and the ST long ago when I first got my ST.  Recently, however, I seem
to notice that you can indeed scroll down a scroll bar in this manner in
the file selector (and perhaps only sometimes?).  After asking about
technical support at WordUp about scrolling in the document window, they
explained that this is due to TOS 1.0 and that TOS 1.4 will allow
scrolling.  If this is true, then why can I scroll in the File Selector?
Could someone out there explain whether there is a difference between
TOS's in this regard, and why I seem to be able to scroll sometimes, but
not others?  Thanks--
