I have carried my 520 (purchased in the US) both ways across the border at Champlain NY with no problems or questions from US or Canadian customs. My guess would be that if you purchase an STe in Canada and declare it through customs, they will not care or know about FCC certifications. That was our experience bringing in a 'Canadian Honda'.
