[comp.sys.atari.st] TIME.INF: What does it do?

Anyone out there know where the 'TIME.INF' file comes from, the one that
 appears in the root directoryof my hard drive? 14 byte total...
Does it have anything to do with the fact that I can't get my clock to work,
 even though the batteries are OK and the leads ARE plugged into the
 (mega2) motherboard?
