[comp.sys.atari.st] Slow? Hard Drive

I just downloaded ICD's RATEHD program from panarthea, and ran it on my
system: Atari 1040st, TOS 1.4 and Atari sh204 20 meg HD, 2 partitions
of 16MEG and 4MEG. The Access time I got was 115ms.

Now I know NOTHING about hard drives, but isnt this extremely slow?
From what I've seen in computer shopper arent most hard drives between
24ms and 40ms?
