What does one use to play the .snd files on atari.archive?  Is there an
Ste version (for pseudo (or real) stereo)?

There was some talk a while ago about converting various sound formats
(sparc<->atari<->mac<->amiga).  Did any software for doing this surface
or get put on atari.archive?

There's a couple of programs I've seen, but I'm positive that one is 
on there and it's the better of the two.  It's EPLAY by Aaron Naas.  
It's a .TTP program.  To satisfy curiousity, there's another called 
STESND.LZH or something similar that is a GEM program with all the 
functions of EPLAY, except that EPLAY lets you load two files and 
play them through each stereo channel.  EPLAY also exits after it's 
finished doing its dirty work, so the sounds can continue in the 
background.  But how long can one have "I'm falling and I can't get 
up" playing in the left speaker with "Well, isn't that special?" 
playing the right? :^)

(Aaron, where's that STE Sound Control Panel?)

Yes.  I got the Sparc<->Atari stuff from there and DIGIEDIT, for 
Amiga<->ST conversion, should still be there.  Mac and ST sound files 
are the same.
