I also have trouble booting from FD when the HD is on.  ALT/SHIFT/CONTROL
reliably caused FD boot until I installed TOS 1.4; then it quit entirely.

I find that Ctrl/Shift/Alt will not stop an HD boot unless I wait
until the floppy (drive A) light has come on.  If I then press
Ctrl/Shift/Alt (within about .5 sec) my STe boots from floppy.

When booting with TOS 1.4, if you wish to boot from floppy you should wait
until the floppy light comes on the _second_ time before pressing ALT+SHIFT+
CONTROL.  That is, the floppy light will come on (briefly, if a formatted
floppy is inserted), go out, then come back on.  Don't press ALT+SHIFT+CONTROL
until the second time the light comes on.  Works 100% for me....
