Considering that 25 Mhz, 68040 in NEXT emulates an PC AT at 12 Mhz, '030 
emulating it at 12 Mhz is pretty good.

Don't believe everything you read, especially about Atari bundling stuff
with computers for free and providing upgrades for free. In my *personal*
opinion, it is unlikely, but I don't make marketing decisions around here.
This is a No Comment on the subject on the emulation software itself --
that's not my department either.

A TT version wouldn't have Mach to contend with.  Clock-time for running a
program (as opposed to CPU time) could be faster on a 32MHz '030 with TOS
(read: essentially zero OS overhead) than on a 25MHz '040 with Mach (read:
UNIX).

Actually I had heard that PC Soft for the NeXT emulates the AT at at about 20 Mhz.
