The phone company does those messgaes in the following way:  They hire a woman to
read a list of phone numbers.  Each number is set up to have each digit in
every slot (so it ends up being quite a list of numbers), and each digit is
extracted for each slot.  This is done to keep it from sounded too choppy.
There is a very noticeable accent, for example, on the third digit of (American)
phone numbers because of how they've grouped from so long.  Without this accent,
the number sounds "wrong".  They are done digitally to the best of my knowledge.

Point of trivia, the same woman does not do all the digitis in every area code.
Diffierent women were hired for various geographic areas.
