[net.general] UNIX tty protocol timing

I am building a tube for home use (based on an 8085).  It has a
128 byte buffer for incoming data.  I want to incorporate ^S/^Q
protocol for high baud rates.  The question is: How long does it
take for a timesharing system like BSD 4.1 (or any system for that
matter) to respond to ^S?  I guess this could be expressed as
the number of characters sent by the system after ^S is sent
by the terminal or more likely as the number of milliseconds before
^S takes effect.

I need this data to decide on the proper thresholds for my buffer.
Specifically - how many characters should I let accumulate before
sending ^S and how many of the accumulated characters I should process
before sending ^Q?
