Laws being passed based on the feelings of the "responsible" rather than the majority poses some problems: Mainly it assumes that there exists already, someone who is in power and is "responsible" and has enough intelligence to recognize the other "responsible" persons. It also assumes that the majority of people are irresponsible and do not have the intelligence to know how they prefer to live. I don't prefer to believe this! Nor do I prefer to have a person or group of persons deciding who are the people who are "responsible" enough to make laws and/or constitutional amendments with no regard for the feelings of the majority. Majority rule is by no means perfect, but it certainly suits the wishes of the most people by definition.
