Well, many developers have early releases of 1.3 (certainly everyone who went the the developers conference does) and their talking about it tends to confuse folks. The reality is that it is not available yet. (And you don't want a prerelease if you are a regular user because it may crash horribly and you would be bummed). Anyway, when it is released, myself and others will be sure to post a message saying so with as much information as possible so that you can run out and buy it. I ask because since 1.2 came out, only 12 authorized versions of 1.2 have ever reached the Jackson area. I having been one of the lucky ones. While there are probably only 100 or so Amiga owners in the area, I only wonder if I'm going to have to bribe my way onto someone's waiting list again. This does require a bit more effort but the disks get delivered right to your door! Seriously, the CATS group in Westchester can sell you a copy of 1.2 (or 1.3 when it is available) for the same price as the dealer sells it for. Note that the upgrade is not free. Some people around here were confused at first thinking that their dealer would call them in and hand them an upgrade pack. It was however nearly free ($15) so no one I know complained.
