Gene Stafford posts a list of official newsgroups about once a month I think.
I believe it goes to news.groups (logical assumption).  It contains brief
descriptions of the groups' purposes.  Many systems may have a copy of this
in a file, usually called 'newsgroups', and on UNIX systems frequently
found in /usr/lib/news.  Check the date though, you may not be guaranteed
that the copy you find has been kept updated.
