[net.general] net.jokes note apology

Sorry about posting my note about net.jokes in net.general, and also about
suggesting followups be posted to net.general.  I should have said (and used)
net.news instead.  My feeling was that the problem I presented was one about
the network in 'general' and so I used net.general.  Please accept my apologies
and keep, as Mark Horton suggests, net.general for announcements, and queries.
