Are there any drawing programs which allow placement of objects
rather than plotting pixels on a flat surface?

The specifics are that I need to be able to draw heraldry (medieval
shields -- actually the *designs* which were drawn on the shields).
Often you will have one object on a shield overlaying another object.
Now, while I could -- once I have a finished design -- use any ol'
paint program to reproduce the shield and simply color all the parts
which are showing seperately, that's not very useful during the
design stage.  During the design stage I want to be able to have
the freedom of adding/deleting objects and changing their appearance
at will -- without having to do drudge work of maybe having to
recreate the shield from scratch.

I want to be able to:

define what certain objects look like

change details about the object(s)

be able to pick up an object and do things like move it or delete it

I might not even need to be able to do normal paint stuff.  Probably
it would be good enough to define an object to be a brush and then
use some normal paint program to build a set of brushes/objects.


From what I've seen of the paint programs, none do what I want
to do.  I haven't looked at any CAD programs and while they probably
do what I want to do, they'd be overkill..  The same goes for a
3-d modelling program -- maybe.  

I'm willing to roll my own if I have to.  There's probably even
a market for such a program?

There might even be a market for Heraldry Construction Set.  Whaddaya
think?
