Early in the summer I queried about IC design software; here (better late than never) is the summary of the information people sent me. The SPICE program which comes from Berkeley is written in Fortran. Because of a preference for the VMS Fortran compiler, many companies are choosing VMS so that they can run SPICE. However, the correspondants from Berkeley report that they distribute SPICE in Fortran because most of the users have a Fortran compiler. M.I.T. has some C language software, including design rule checkers and static checkers. Berkeley has an editor called CAESAR that runs on an AED color terminal. It was written up in VLSI earlier in the year. A correspondant from Univ. of North Carolina said he thinks they have a version of SPICE in C.
