[net.general] net.arch creation

	A few days ago, after having received about 15 concurrences
for starting net.arch (computer architecture), a news group was created.
Some sites reported that the news group was *not* created at their site.
I am posting once again to net.arch -- if you do not find the news group
their, send mail to me.
