The good news is that your neighbor may not be suffering from true TVI. MY home terminal and my home machine both put out quite a bit of hash that shows up on our TV set downstairs. Come to find, it's NOT being transmitted through the air, it's the power supplies juggling the power mains in my house, which uses rather old wiring. The solution, they tell me, is to buy a cheap little filter to put on the outlets where I plug in my computenmachinen to smooth out the backflow. I haven't gotten around to choosing one -- my interim solution is to not compute during Sesame Street, which is not too hard (note time, above). It's just possible this is what's messing up your neighbor, being in the same building and all. Dunno about the legal implications, but if this is the problem, it would seem simply prudent.
