[net.general] starting a Chicago area group

I don't know how to do this but I was wondering if someone would want to
volunteer, if there is enough interest, to start a Chicago area or
Illinois newsgroup.  This way discussions of local events or notices would
not have to be sent all over the net.  (something like chi.misc or il.misc)
