[comp.sys.amiga] Arp echo bug fixed

The Bug with echo was not in actuality a bug at all, or was a feature.
(Isn't that always the case?)

Echo "this is a test" first 2 len 3 returns
his
first starts from the nth character (it starts from 0), and the rest is obvious

When those docs come out, we'll all be much better off...
Anyway, I solved the 24 hour clock problem when I figured this one out.
