Following is a list of changes that concern people running this version of
Empire:

List of Owner/Deity related changes from 1.2w to 1.3w:
======================================================
*Edit and Examine world now allow changing users ability to send public
       messages (using the * function)
*Public messages are now allowed. The user sends telegrams to *, and a
       copy will be sent to every active user who has less than 6k in
       his/her mailbox.
*Telegram files are now actually deleted and recreated when a user deletes
       their mail. This imposes almost no slowdown, and will free up a LOT
       of usable space, as empty mailboxes are now 0 bytes long instead of
       however long the longest set of messages was.
*EmpCre allows you to set public/no public message status
*WorldInfo indicates public message status
*Because users won't receive public messages if their mailbox is over 6k,
       they are automatically encouraged to delete their old mail, resulting
       in more file area
*Fixed several big bugs in cmd_telegram() that date from the Chris Gray
       version. Used to crap out Empire if a local user tried to send a
       file to all users. This was due to Chris using only one file
       handle for both the input and output file. Things worked fine if
       you sent a typed in file to everyone, or sent a file to one
       person, but if you did both it exited, leaving files open. Also
       fixed was a bug that would prevent any further global message if
       a previous telegram was reading from a file and got an error
       (such as the file not existing). It would abort the telegram
       and leave the intermediate telegram file open.
*Edit and Examine world now allow changing users ability to change countries
       without logging off.
*WorldInfo indicates users ability to change countries without logging off

List of Owner/Deity related changes from 1.1w to 1.2w:
======================================================
Changed many pretend(xxx, void) statements to new "ignore" statements
Changed printFile() to new return type "boid"
Added many register variables
New country status "Visitor"
Edit country now allows editing the name and password
news() and newsOpen() patched to fix hidden bug that the new version of the
       compiler revealed
Output redirection for local user now sends all output to the given output
       file AND to the screen
CEN for the deity prints the owning country as the first column
EXE/EDI use/allow country name for sector/ship
*PowerGen also converted to use register variables. Now much faster.
*WorldInfo now included with Empire package
*PRI now correctly sets the lot number of exchange centers. All previous
       versions have a bug which can overwrite the last lot, but still
       leave the items for sale. This is the last of the known bugs!!

List of Owner/Deity related changes from 1.0 to 1.1w:
=====================================================
CMD-EDIT cleaned up, fixed (Now edits long variables correctly)
*File HANGUP-FILE added (displayed after typing 'bye'.
*New routine serialGotPause()
Sysop chat added (Kludgy, but it works safely)
*GRAB takes 5 minutes to user time counter
BUMP adds 10 minutes to user time counter
*WARN added (warns user to log off system)
*DUMP added (hangs up user after next command (no warning))
Use POW CHECK to display actual/expected # of country sectors
*Only deity can use POW FORCE
*Now uses program PowerGen to create reports from outside main Empire program
*Now uses 3 volumes: EmpMisc: EmpSect: and EmpHelp:
*God's relation to other countries affect MAP output
*Setting a countries status to idle now allows it to be reused
       automatically
