[net.general] Multiple copies of notes

ARRRGH!  It's doing it again.  
I apologize for multiple copies of articles comimg from zehntel or
zinfandel.  I thought I fixed it!!  Fer sure!

The culprit (the notes-to-news gateway program) has been shut down again,
so no more duplicates should go out.

Thanks to those people who POLITELY notified me.
