     the one time i had software shipped to canada via UPS, UPS
phoned me and tried to charge me a fee for brokerage and duty. after a
couple of immense telephone arguments and a lot of waiting (most of it
before they even called me) they released it to me with no fees. it may
be that they are 'supposed' to charge fees; sometimes they do not.
