I would use modems. Manually force them into the answer
and originate modes and they should work without the telco dial
tone. All my RJ-11 jacks have 4 lines to the terminal block, but you should
be glad your school will tie the two lines at the block.
When I was going to school (eons ago) they had a "just say no" policy for
*all* student requests of any nature..... :-)
