My dictionary defines `tariff' as `A list or system of duties imposed by a government on imported or exported goods'. To my mind, this means a tax of some kind. Forgive my ignorance, but how does this tax prevent obscene phone calls? Mark Bales ...!ucbvax!hpda!markb

Tariff is also defined as 'a schedule of rates or charges of a business or public utility.' In the context of the phone company this has been broadened to include the rules under which the utility and its users operate--not quite laws but enforcable by the government (FCC).
