[net.general] NY newsgroups

NY newsgroups indeed belong in ny.all and NOT in net.ny!  Several
states have their own 'local' subnets, e.g. we have nj.all, I also
know of or.all.  If NY'ers want their own net, ny.all is the way to
go.
