[net.general] Not a License Plate Joke

I'm sure most if not all of you have seen the special classes of
license plates, e.g. farmer, police, fire, commercial, taxi, etc.
Well, tonight I saw a 'P.O.W.' plate.  Now, does that mean what I
think it means?  Do they really give out special plates to former
prisoners of war?  If not, anyone know what it means?

Illinois makes 'P.O.W.' license plates for former prisoners of war.  I first
noticed the plates a few months ago.  The secretary of state of Illinois 
recently said that Illinois has more types of license plates than any state
in the U.S.
