[net.general] ne.all now exists for new Englanders

	ne.all has just been created by various New England sites.
Any New England site not on ne.all should update their sys and
ngfile and ask their New England neighbors to do the same.  Let's
stp trying to sell our cars thru net.all and use regional newsgroups
for such things!

	The second ne.general article explains some of my hopes
for ne.all.
