It's almost the same thing but not quite. you can switch to and from any color to any of the 16 base colors without any intermediate changes. But you can also change any red, green, or blue component in any other color and that would be a "sharp color change" also. For example if you had 000 ( black) you could easily make the next pixel bright Red, Blue, or Green, or any brightness of those three colors you wanted, and that IMHO is a "sharp color change".
